How to Improve Your BER Rating

Your BER comes with a personalised plan for improving it. Here is what the advisory report tells you, the upgrades that move a rating most, and how to make sure the work is credited on your next certificate.

Start with the BER advisory report

Every BER comes with an advisory report. It is a personalised plan for that property, showing which upgrades would improve the rating and roughly what order to do them in.

Most people file it away with the certificate and never read it. It is the single most useful document for planning upgrades, because it is built from the actual survey of your home rather than a generic checklist. Reports aim to bring a home up to a B or better, although some homes, such as heritage buildings, cannot realistically get there and any improvement still counts.

What moves a rating

How to improve your BER rating

The right mix depends on the house, but the upgrades that make the biggest difference tend to follow the same order.

Attic insulation

Usually the cheapest upgrade with a visible effect on the rating. Topping up thin or patchy attic insulation is often the first thing an advisory report recommends.

Wall insulation

Cavity fill, internal dry-lining or external insulation. Walls are a large share of the heat a home loses, so this is often the biggest fabric improvement available.

Windows, doors and draught-proofing

Better glazing and a more airtight home cut heat loss and draughts. Draught-proofing windows, doors and the attic hatch is a small job that helps comfort as well as the rating.

Heating system and controls

Once heat loss is under control, a more efficient system makes a big difference, with a heat pump usually the largest single change. A heat pump grant needs the home's heat loss checked first. How the heat pump assessment works.

Renewables

Solar PV or solar water heating add renewable energy on site, which improves the rating further and is part of what the top A0 band requires. What each band means.

Getting the credit

Make sure the work shows up on your BER

A BER only reflects what the assessor can see or verify on the day, so plan for that from the start.

Read the report first

Use the recommendations to decide what to do and in what order. Doing several upgrades together is often better value than spreading them out.

Check grants before you start

SEAI grants have conditions, and some need approval before work begins. Check before you sign with a contractor.

Keep every invoice and cert

Insulation hidden in walls or under floors cannot be seen. Paperwork lets the assessor credit it instead of using default values.

Get a new BER after the works

Upgrades do not change your rating automatically. A new assessment records the improvement and gives you an up to date certificate.

Finding it

Where to find your BER advisory report

  • From your assessor. It is issued with the certificate when the BER is published.
  • On the national BER register. Search for the property to download it. For BERs published before 6 July 2021 you need to search by MPRN. How to search the register.
  • Through the QR code. Certificates issued since 24 May 2026 carry a QR code linking to upgrade information for that property.
  • Buying or renting? Ask the seller or agent for the MPRN or a copy of the report. It tells you what the home would need before you commit.

More Questions About Improving a BER

Yes. The regulations require a BER for a home being sold, rented or newly built to come with an advisory report, and it is issued with the certificate.

No. It is a plan, not an obligation. You can do some, all or none of the upgrades, and many people work through them over a few years.

No. The certificate reflects the home at the time of the survey. To have upgrades recognised you need a new BER assessment after the work is done.

It depends on the house. In a poorly insulated home, fabric upgrades such as attic and wall insulation usually come first. Once heat loss is under control, a heat pump is often the largest single change to the rating.

Some homes, such as heritage or protected buildings, cannot realistically reach the target. Any improvement still lowers running costs and moves the rating up the scale.
