The BER Rating Scale Explained: A0 to G

Ireland moved to a simpler eight-band BER scale on 24 May 2026. Here is what each band means, what changed from the old A1 to G scale, and what it means for a certificate you already have.

The scale at a glance

Eight bands, from A0 to G

A BER rates a building on one letter scale. A0 is the most efficient, G is the least. The letter comes from the energy the building is calculated to need per square metre each year, under standard conditions, so any two properties can be compared like for like.

Since 24 May 2026 the scale has eight bands: A0, A, B, C, D, E, F and G. The old sub-bands such as A2, B3 and C1 are gone, and the same scale now applies to homes and to commercial buildings.

  • EPoor. Expect higher heating bills and clear upgrade options.
  • FVery poor. Often older, uninsulated homes on fossil fuel heating.
  • GThe least efficient band. The most to gain from upgrades.

What changed on the new BER scale

The change came in under new regulations implementing the EU Energy Performance of Buildings Directive, so Irish ratings line up with energy certificates across the EU.

Fifteen bands became eight

The old scale ran A1, A2, A3, B1, B2, B3, C1, C2, C3, D1, D2, E1, E2, F and G. The sub-bands have been removed, leaving one letter per band.

A new A0 band at the top

A0 is reserved for the most energy-efficient buildings that do not use fossil fuels. In practice that usually means very high insulation, a heat pump for heating and hot water, and on-site renewables.

One scale for homes and commercial buildings

The simplified scale applies to domestic and non-domestic buildings alike, from houses and apartments to offices, shops and schools.

More on the certificate

New certificates add energy use, the renewable energy contribution, the building's lifecycle carbon measured as Global Warming Potential, and a QR code linking to upgrade advice for that property.

The rules on when you need one did not change

You still need a valid BER to sell or rent, and existing certificates stay valid for ten years from the date they were issued. See when you need a BER.

What happens to your old rating

Nothing, until you choose to get a new assessment.

  • Your certificate stays valid. It can still be used to sell or rent, including renewing a tenancy, for ten years from its issue date. How long a BER lasts.
  • It is not converted automatically. An old B2 stays a B2 on paper. Only a new assessment produces a rating on the new scale.
  • A new assessment may not land where you expect. Most ratings keep the same letter, but not all, so do not assume an old sub-band maps neatly onto a new one.
  • Grant targets moved with it. Where SEAI schemes required a B2 after the works, they now require a B. The size of improvement needed is the same.

What counts as a good BER rating?

It depends on what you need the certificate for. Here is how the bands tend to matter in practice.

  • Selling a homeBuyers use the letter to compare running costs between properties. A better band will not rescue a bad house, but a poor one gives buyers a reason to negotiate.
  • RentingTenants see the rating in the advert. It is one of the few objective signals they get about heating bills before they view.
  • Grants and retrofitsB is the benchmark for a whole-house upgrade. Pre and post-works BERs show how far the works moved you.
  • New buildsNew homes are built to near zero energy standards, so an A is expected. The EU directive points new buildings towards zero emission, which is where A0 sits.

More Questions About the BER Scale

Not on new certificates. Since 24 May 2026 new BERs use one letter per band, so there is no B1, B2 or B3. Certificates issued before that date still show the old sub-band and remain valid.

No. An existing BER stays valid for ten years from its issue date, including for selling and renting. You only need a new one if it expires or the property changes materially.

A0 is for highly efficient buildings that use no fossil fuels for heating or hot water. That usually means excellent insulation and airtightness, a heat pump, and renewables such as solar PV. It is most realistic for new builds.

The bands were redrawn as well as renamed, and the survey reflects the property as it is today, including any works done since. Most homes keep the same letter, but some move.
