Selling or letting a commercial property in Cork? You need a valid Commercial BER cert before it goes on the market — and the rating has to appear in every advertisement.
A commercial BER certificate (also called a non-domestic BER) is a legal requirement under S.I. No. 243 of 2012. It applies to offices, retail units, warehouses, restaurants, pubs, hotels, gyms and industrial premises. No cert, no sale, no letting.
Commercial BERs are carried out by an SEAI-registered non-domestic assessor working with us, and we handle the whole thing for you from the first call to the published certificate. Site survey, energy assessment, certificate published on the SEAI National BER Register — plus an Advisory Report showing exactly how to improve your rating.
BER stands for Building Energy Rating. It’s an energy label for a building, graded A to G — A is the most efficient, G the least.
A commercial (or “non-domestic”) BER covers everything that isn’t a home: offices, shops, warehouses, restaurants, pubs, hotels, gyms and industrial units. Every cert comes with an Advisory Report — a practical list of upgrades to improve the rating and cut your energy bills.
You need one if your property is:
The rating must also appear in every advertisement — property portals, agent listings, brochures and window displays. And where a property has multiple units offered separately, each one usually needs its own cert.
Who needs a cert, how the assessment works, and what to watch out for before you go to market. Most commercial BER questions come down to timing and paperwork, get both right and the cert is a formality rather than a delay on your sale or letting.
You need a valid commercial BER cert if your property is being sold, let, newly built, or sold off plans.
No cert means fines of up to €5,000 per offence under S.I. 243 of 2012.
Small units take a couple of days. Larger sites, about a week. Working to a closing date? Tell us and we’ll prioritise it.
Already have a cert? Send us the address and we’ll check the SEAI register for you.
Some buildings don’t require a BER. The main exemptions:
Exemptions are easy to misread. Talk to us before you advertise the property.
A Display Energy Certificate shows a building’s actual measured energy use, and has to be displayed publicly.

No. The cert must be in place before the property is advertised, and the rating must appear in the ad.
Generally yes, where units are sold or let separately.
No. Non-domestic buildings need a commercial BER from a registered non-domestic assessor. For houses and apartments we run domestic BER assessments across Cork.
Older buildings often rate lower — but good documentation helps a lot. The Advisory Report will show you the quickest wins for improving it.
Someone needs to provide access to all areas, including plant rooms, roof spaces and meter locations.
The extension is included in the assessment, and any existing cert is likely out of date.
