Below is what actually drives the cost, what should be included in any quote, and how to compare two prices properly. What you pay depends on the property, not on a national rate card. A one-bed apartment and a four-bed with two extensions are not the same job, and no honest assessor can quote either of them without knowing which one it is. What should never vary is what you get for the money.

What you get
A BER is not a walk around with a clipboard. Six things make up the job, and all six are in the price Tom quotes you.

The five variables
Two houses on the same road can be quoted differently, and there are sound reasons for it. These are the five things that move the number.

Floor area is the single biggest factor. Every room, extension, dormer and attic conversion is measured and modelled as its own element, so a large or awkwardly shaped house takes considerably longer than a standard three-bed semi.
Houses, apartments, duplexes and new builds all run through the same DEAP methodology, but the survey work differs. An apartment usually has fewer exposed walls, no roof and no ground floor to model.
Older properties take longer. A modern house has a documented wall build-up; a period home may need careful investigation of what sits behind the plaster. Extensions built to a different standard are modelled separately.
Drawings, a previous BER, or receipts for insulation, windows or a new boiler all remove guesswork. Without them the assessor must fall back on SEAI default values, which almost always produce a worse rating than the work you actually paid for.
Distance plays a part, and so does access on the day. If the attic hatch is blocked or the boiler and meter cannot be reached, a second visit may be needed to finish the survey.
